it could be a Twitter issue, my other phone is on Android 10 and Twitter doesn't use system based dark theme, they've got their own separate dark mode schedule.
even though it has a separate one it's still delayed, it's dark outside yet Twitter is blinding my eyes lol.

Have you tried to reinstall the Twitter app? You can report the problem via the Members application, so that our developers can have a look at it. But, please, bear in mind that some third-party applications might have compatibility problems during Beta 😕.

Hello, sorry for the late reply but I hope I'll be of assistance:
For dark mode to automatically turn on for sunset to sunrise to work properly you need to allow the Twitter app permissions to access your device location.
Go to Settings>>Apps>>Twitter>>Permissions>>Location (Allow)

No, it's not a Twitter issue. Usually, it's location permission not granted yet it won't request for it
