YES!!! Have an S10 and it looks like since the the "members" app I have random experiences trying to charge via cable. wireless works fine.
Seems sometimes when I plug in to any type of charging source (PC, hub, socket) the cable isn't registered. This morning I plugged USB to computer and it flicked on and off the 'allow access to data' message, I hit allow and it seemed to detect the phone but no charging. So I opened up the new 'members' app I think they called it which you can reach via settings->device care->diagnostics. I ran the diagnostics and when it got to the USB port it seems to have reset it somehow and charging started working right away.
