Vibration turning off when sound is on

So, I usually have my phone on vibrate, as I very seldom recieve anything urgent. But recently I decided to turn sound on, and have the notification sound low (~10%) but the ringtone at max, so I have a greater chance of hearing when there's an emergency. The thing is that as soon as I have any sound on, vibration disappears completely from notifications. How do I turn it on?

I have a Samsung Xcover 4 running Android 8.1

That sounds like a bug to me, have you already tried rebooting your phone? This solves vague issues.

Also, what phone do you have? That might be useful information in a bug report
