Smart Switch WIN doesn't restore the applications

Whwn I try to restore the applications from the backup archive on my Windows PC

to my phone (same model, same Android version) with Smart Switch the "applications" flag box is unticked and greyed out.

In the Applications folder of the backup archive I can see the apps are there.

Is there anything I can do?

On the phone I enabled UBS debugging and install from any source.

Smart Switch no longer backs up apps. System apps are baked in the firmware and others should be backed up with Google.
