How do I activate my SIM card in my new samsung galaxy j3? I've kept my number from my old phone but still can't activate skincare I put new SIM in new phone nearly a week ago yet it's still not activated. it's a nano SIM card please help me someone as I want to use my new phone but can't

Are we talking about activating the SIM card itself @Sharon9 ?
If so it's your Mobile Network that does this.
Just in case the SIM Card inside isn't seated correctly please turn the phone Off and eject the SIM tray and remove the SIM and wipe the contacts on it and re seat it. Then turn back On.
As a process of elimination can you insert your SIM card in another phone to see if it works ie to make calls and connect to data etc.
If your network has performed a SIM swap which moves your Mobile number to a new SIM then if it's the same as in the UK they need to do this to a blank SIM card.
Maybe it's possible they haven't done this or the SIM swap has failed.
I would suggest to contact your Mobile Network Operators Customer Services to check your account.
