Its a flagship phone and is capable of running Oreo so yes it'll recieve the update once the rollout is un suspended.
I can see no reason why it can't make use of all the features/ enhancements Oreo brings.
The Samsung Galaxy s9 is a different phone so its features maybe different from the Note 8.
