Samsung J3 Blue REC dot

Please urgently assist! My phone has this random blue REC dot that you can move around on the screen but I can’t find where to disable it and it doesn’t do anything when you click on it.

Voice Recorder Settings
Check that play continuously
Isn't checked on

And check what apps
Are allowed
