Why does some game like Mobile legends and Eternal Crusade have terrible fps sometimes ranging from 15 fps to 27 fps even though game tuner is set to max 60fps with resolution set to 720p?

If the games are not playing at the full FPS this will most likely be due to limitations on the game itself.
Do you experience this with all games or just a select few?
