Samsung Galaxy A5 2017 turning itself off silent

Hi there 

I have a Samsung Galaxy A5 2017 but seem to be having a problem. I set my phone to 'vibrate' but when I seem to get a text or notification it makes a sound and remains on 'sound' mode after this point. Why is my phone making a sound when it's on vibrate? I've tried master resetting it and turning off apps that may be running in the background but nothing seems to be working. Help please!

I use the s8 but it might be similar to a5. 

I pull down my Notification Shade from the top and tap on the speaker icon once to invoke vibrate and twice to invoke silent and it remains that way until I change it. 

When you say "master reset" is that a Factory Reset  ?

If so then it maybe time to visit a Samsung service location or Samsung Experience Store who can run a diagnostic on the phone.
