This could be the strength of network signal connection and available data speed connection.

Which internet app are you using ?

Try a content blocker if your using the Samsung Internet Option.

Sometimes clearing the browsers cache and data can help.

And a soft reboot by turning the device Off and On.

Hi and thanks for your help.
I can be at home under strong WiFi or out with 4g and no difference I am using Google and I have cleared the cache and data turned off Bixby and also remapped Bixby but to no avail.
Some days it is virtually unusable at scrolling. Stutters stops and jerks.

Perhaps try Samsung Internet App.

I use this without such issues.

If you've run out of self help troubleshooting in regards to clearing cache and data of the App and cleared the phones system file caches, trying other browsers, factory reset , installed content control blocker which removes most advertisements on a page, and its happening everywhere so its not a network mast related then perhaps seek further assistance from a Samsung Experience Store or Samsung Service Centre location.

I have the same issue on the Unlocked version of S8 Plus.

I have cleared cache, etc, and finally factory reset the phone and the issue still occurs when scolling.

The scrolling jitter occurs when scrolling in ANY app, browser, or program.  I didn't notice this issue until the latest update.

How do I fix this issue if a factory reset doesn't fix it?  And please don't respond with (network issues, cache, reset garbage).  This occurs in airplane mode while scrolling listed apps.

Have you read my previous reply to seek a diagnostic at a Samsung Experience Store or Samsung Service Centre location.

I'm sure the team here will send your issue back to Samsung via feedback.

I've recently started experiencing the same thing.... when using things like Facebook and Instagram.  Very annoying. Did you ever figure out a fix?

I deleted my clock Widget and it went away. DIGI Clock Widget by Forest Tree made my Samsung S10 have a shutter when scrolling occasionally. Remove your home screen widgets and see if it helps
