Only way is via a digital service now I think the S3 was the last phone to have FM radio (could be wrong) so it will use data but it is not a huge amount as it is only audio, I use https://play.google.com/store/apps/details?id=tunein.player&hl=en (but have the paid for edition) for a good quality radio 128k you look at around 57mb per hour.
