I'm at the point where I wouldn't have another Samsung phone after this!
It seems that keypad tones are disabled during calls no matter what settings you apply for them. This is a major problem in today's world, Samsung! I literally cannot speak to anyone including work conference calls using a Samsung handset and not a single "solution" on the community seems to actually work. How can Samsung not have dealt with such a fundamental flaw?

I've not come across this as my usage habits don't include having to use my phone this way.
However I would suggest sending this as feedback direct to Samsung via your Samsung Members App @WJPS
