Hi, some one stole my smart phone then i found it, but he rooted my phone, i restore to emergency software with Smart Switch but now i cant use S Healt and ... on my phone it say "Can't open app Because of a new scurity policy, Samsung Health can't opened a rooted devie. (0X110030591)

This is certainly an unique situation to have a phone stolen and then recovered to find it rooted. 

 

My suggestion would be to visit a Samsung service location or Samsung Experience Store where they maybe able to help and guide you. 

 

You could also visit a site called xdadevelopers where the members there are pretty clued up on rooting etc.
