In Windows, go to Settings > Devices > Touchpad, and review the settings there. For instance, if you have an external mouse connected, your touchpad might be disabled while the mouse is connected. Try to use best mouse for palm grip for avoid error. Depending on what model of touchpad you have, at the bottom of this screen (scroll down), there may be a Reset button. If it's there, click it to reset the touchpad to default settings.
And must check drivers too. Sometime drivers not proper installed therefore you got this error.
