If I send a regular text with no attachment the messages are received by both Android and Apple users. But on my S7 if I send a photo they do not receive it. I restarted my phone. I have checked my settings. Nothing seems to be wrong.

Sometimes the feature of MMS needs provisioning on a persons mobile phone contract account for it to work and at least 3G Mobile Data is required.
This is because usually a MMS is charged for.
I find it a better experience to send pictures via Facebook Messenger , WhatsApp or good old email.
This is because these are free to use and unlike MMS there isn't a file size restriction.
