As a process of elimination can you try another networks sim card i.e a Pay As You Go Sim and make a call and see how that goes.
I assume this is definitely not the other callers phone or connection ?
You can run a diagnostic via the tool found in your Samsung Members app.
Ultimately a Samsung Service Centre can assess your phone.
