Hi, did you ever manage to sort this problem out? I've been getting this message as well, and even did a full restore ... to no avail!!!

No, this doesn't work. I've cleared the cache, cleared the data, uninstalled updates but can't find "referring to changing system settings". Also don't see how you invoke/revoke permissions. This has only started today and is making the phone unusable.
