This is sometimes a network supported feature.
Please Check on their support pages to see if they support delivery reports.
Some networks require a customer to add certain things to their initial message to push a delivery report back. Again please check.
In regards to your phone.
Launch Messages.
3 little dots in the top right hand corner.
Settings.
More settings.
Text messages.
Toggle On Show when delivered.

I'm not sure why your not receiving delivery reports if your network supports these and you've followed mu guide above on how to turn the feature On.
It may be a glitch and just start working.
Taking your phone to a Samsung Service Centre will just involve them flashing the firmware.
I personally do not think it's a firmware issue but instead a glitch / anonomally where it won't work right now.
