I can't access fb or messenger through my data. Keeps saying "waiting to connect to data". I have enough data. It only works on my wi fi.  I'm with EE new contract and Galaxy S12

You may need to go into...

Settings
Connections
Data usage

And check all the settings carefully in there.

If all looks fine then you may need to go into Facebook and Messenger settings.

I'm wondering if some mobile data limit is set.

All sorted. Adult content lock was on and updates done all connected.
