1 hour ago, a white/green line appeared on my phone. While I was using my phone it randomly appeared. I went to the Samsung authorized service place and they asked me for  $160 to repair it. I'm from Myanmar and I get $75 a month. There's no way I'll be able to fix it. I haven't dropped the phone in months and I have a screen protector. Can Samsung do something about this issue.

If you dial *#0*# into the phone app.
At the top you get three different colour test cards.
Doing the tests, is the line still there.
If it dissappear. Then it's likely you have an app or theme that's causing this issue.

If the lines is still visible, then it's likely you need a new screen.
A repair centre can assess and quote for this work.

As for if Samsung can help. You are better off asking on the Members Community in your region. As this is the UK and Europe community.
Processes for customer support will be different here to where you are
