Website deletion / blocking on J3 phone

My J3 has been violated with an inappropriate website which defies all my attempts to delete.

Does anyone know how to delete unwanted sites and stop them returning please?

@pin1down Could you please elaborate on the browser you ae using and what you have attempted to remove this, please? 

Could you also confirm if this website is a pop-up on your device or something else?
