I am with you on this, I would love to get notes on my desktop, there is a notes app in the windows store for which I seen a work around to get it on a non Samsung Windows computer but looks like they shut the door on that now, they should allow a Web UI as you said attached to the samsung account, for which I use windows to sign in to a lot.
