Trouble getting Samsung pay+

I previously used curve and have since closed down the accounts in order to try samsung pay + But everytime I go to set it up I'm presented with the message in the screenshots. I've even unlinked curve from Samsung account but it keeps doing the same thing. I have reported it to curve and they've told me everything is closed their end. Can anyone help or have had similar problems?
