I need help on how to stop these downloadings! It's been happening for a few days now and can't stop them

Try going playstore
And look for speech services by Google
Click on it
Click the three Horizontal dot's
And untick
Enable auto update

I have the same issue on a Galaxy S9 running on Android 10. Even with auto update disabled it's still trying to update the app... i've tried to uninstall it but i don't have the option.... any ideas on how get it sorted? Thank you.

Swipe right and press on star symbol and turn off notifications
