It's a part of the Google Android operating system.
Nothing to do with Samsung
If you feel that strong about it, then just turn it off in settings

They don't have access to our phone numbers. They're alerts sent out by our Phone Sim Companies/Networks on behalf of the UK Government. The phone companies I.e Samsung/Apple have nothing to do with it.

Emergency Alerts are messages sent to all compatible 4G and 5G mobile phones when there’s a danger to your life in the area you’re located.  The technology used allows a message to be broadcast to a defined area, meaning any compatible device in or entering that area immediately receives the message. Emergency alerts are therefore one-way and do not provide any feedback on the recipients’ location or whether they have received an alert.

The recipients’ telephone numbers and specific locations are not
required, known or used, and no personal information on recipients of Emergency Alerts is shared by the Mobile Network Operators and no personal information is gathered by the government or the Mobile Network Operators.

To learn more about Emergency Alerts, look out for the nationwide information campaign and visit gov.uk/alerts

@dubber As already mentioned the Government do not have access to our phone numbers, the system uses the cell tower the phone is connected to. some information here https://www.theguardian.com/society/2023/mar/19/uk-launches-emergency-phone-alerts-public-warning-sy...

There will be different views on their use, some other countries have  had the system in place for a number of years.  https://theconversation.com/emergency-alert-system-launches-in-the-uk-should-you-be-worried-about-pr...

I do not work for Samsung or make Samsung Products but provide independent advice and valuable contributions.

Get your facts straight before going on some idiotic rant.

The alert is sent to every phone connected to a cell tower, it's got nothing to do with numbers or your personal details.
