Restrict background data isn't working properly

I'm using Samsung a50s and when I restrict mobile data for WhatsApp I receive messages on it. According to if I restricted data it shouldn't be using mobile data therefore I shouldn't be receiving any messages but that not at all happening in this phone. It was perfect in my last (mi phone). If you don't believe, try by yourself and see it works or not. I tried contacting customer service as well but they couldn't just answer this and asked to visit service center. I don't I just want to restrict data for WhatsApp because it's the biggest distraction I've.
