Recommended apps bar misaligned

I use the recent apps button alot to access apps that I use alot. However it had now decided to become merged with the navigation bar itself for some reason after an update. Yes I turned the phone on and off.

That's not normal behaviour, but It doesn't affect the operation of either the nav buttons or the app icons. To turn them off, press the 'recents' nav button, tap the 3 dots top rh corner, tap settings, toggle off 'Show recommended apps'. Toggle the feature back on again, and hopefully, they'll all realign. It happens occasionally on my S23U.
Don't know what phone you have, but if you need quick access to apps you use regularly, then toggle on the edge panel feature. Settings>display>Edge panels.
