I think it would be beneficial to samsung and developers, to open its nowbar API to the public, we know samsung wants more apps to use the nowbar so why not make it public?

It may be a good idea and these kind of things can be listened to by using the feedback section of this members app.
I guess there is a fine line. As a user you probably dont want dozens of things in the now bar, otherwise it ceases to be useful... if you have to scroll through a large quantity of notifications. So I guess it needs to be managed with an 'optimal' level of now bar interactions.

I understand the thing about tons of apps in the nowbar, but the user can control what is seen on there via the nowbar settings.

That is possible, but if it is made a more open source application to the public then some developers may utilise this in their advantage.
In its current stance as the screenshot below, there are only limited options... ones that can be controlled by the samsung eco system and limit the amount of updates.
New categories would be needed if made more open source. Current affairs, News, weather perhaps...amongst others.
But then how much control does the user have for which news articles or weather providers, they prefer. I.e. can they say they want only bbc news updates, and NOT sky news for example. Maybe prefer Google weather and not weather.com.
It then becomes very competitive between app vendors... to post the news first.. and get an upper hand. The news articles become more frequently added. All of a sudden to manage your now bar becomes harder to manage. Just to get to the sports update that you sre watching keenly... or to the music player bar which takes a lot of scrolling through spammed articles.
If it is made open source then some vendors may wish to push updates to now bar articles many multiple times a day.
So where does the competition for now bar end when it becomes a more open source development tool.
I would suggest that this concept is a good idea that you have and one you should add feedback for. But I also think that with this being a very new ui7 feature that Samsung would want to have the control over these considerations. I am also sure we will see some new options for categories added, as the newest oneui7 becomes more mature. I think as it stands it is just testing the water for it's usefulness. As most would agree... it isnt that useful at this stage... but remember beta is still being completed and the s25u are still on their release software (albeit a minor security update last week).
It will get better i am sure.

Forgot to reply, the apps now bar option doesn't show up unless they install that certain app
Say from your example:
You had 2 apps Google weather and weather.com,
2 separate apks.
Both options appear in the now bar settings
If the user prefers Google weather the user would just uninstall weather.com from there phone (Weather.com option disappears) although since reverse engineering AOD, samsung have to implement each app.
They should just use Androids 16 Live notifications since it would be easier
