I installed Google wallet but I am not able to open it. Whenever I try to open it it asks me to give the permissions which i have already given.
Go into your phone settings. Then scroll down to Apps and tap on it, then scroll down to Google Play Services and tap on that. What you see there should look like my screenshot here. Where I've circle red in my screenshot should look like yours.
