Find my device keeps asking for 2 factor authentication

So my screen broke and i want to recover the files on my phone but when i log into my samsung account in my browser it keeps asking me to enable 2 factor authentication. I took my sim card out of the broken phone and put it in another one to set everything up and it says 2FA is activated however every time i go to "find my mobile" it says to turn on 2 factor authentication even though i already did.

Does anyone know how to fix this?
