Do not Disturb mode

Hi, I have do not disturb on and set to allow favourite contacts only. 

Why isit when someone isn't in my favourites can still ring me, i mean my phone doesnt get notified there calling but there still possible to call me and they will just think im not picking up as they get a dial tone. How can I send all callers to voicemail if there not in my favourites when do not disturb is set on.

Is this even possible to do?

Do not disturb just silences the phone.
Only thing you can really do is change your voicemail greeting when you don't answer.
No specific setting for it
