Contact Sort Order

I have a Samsung a20e my contacts are sorted as first name last name. I am trying to sort them alphabetically by second name, first name. When I change this using app settings nothing happens. Is this  a fault?

On contacts click the three
Horizontal lines

Then the cog wheel

Sort contacts by
Name format
First And Last
Or
Last First

As I said, when I do this nothing happens. I know how it is done but it's not working.
