Hello Friends, how does 'Chat' work if it doesn't use SMS network or WiFi? Is there a 'charge' to use 'Chat' ?

More detail in article but Chat Messages are sent using Rich Communication Services  using Mobile Data or Wifi.

It uses the Subspace Relay Network if you're outside of the Sol system. Though this doesn't reach to the Delta quadrant yet.
