Just upgraded my old S8+ to a new S20 Ultra and when trying to re-setup Samsung Pay I am having issues trying to (re)add some of my family's gym card memberships (basic barcodes).
Whenever I try and add the card to Membership cards, I am able to take a photo of the card and scan the barcode just fine. However, when I click save it gives an error that a card cannot be added at this time, try again later. I've done this over several days with the same error.
I've uninstalled and reinstalled Samsung Pay fresh, and the same error. I know it's compatible, because I have the cards loaded in Samsung Pay on my S8+.
Any ideas?

Credit cards add just fine.

Was this ever fixed? I'm having this exact same issue. Credit cards are adding just fine, but my membership cards won't, no matter how I try to add them.
My issue is on the Note9. I just did a factory reset so its the same phone, but won't let me add membership cards.
