Why does my washing machine drain water at the beginning of the cycle

at the beginning of every cycle my washer drains water then fills and washes as normal.

does this happen with all washers?

Not sure all machines do this, but it's probably just to make sure it is empty of any water, for example if you did a wash and selected no spin, the machine would pump then end the cycle, but water will still be dripping from the soaking wet washing before you got around to empty the machine.
