Hi,
Have you enabled remote connection in the Wear app > Settings > Advanced features? Also, in your phone Settings > Advanced features, ensure that call & text on other devices is enabled. If your watch is not LTE, you will need wifi connection to make a call when it is not connected to your phone. Making calls could fail a few times, you should then close and reopen the phone app on your watch and retry.

In your Watch settings. Settings > Connections > Mobile Networks > Select Always on.
Also, in the watch settings, there is a menu under "Remote Connection", ensure that calling is enabled.
