I don't recall doing anything out of the ordinary other than updating the device a few days ago by apply the November 1 Android security update. I can't seem to turn it on in settings.

Galaxy Z Fold | Z FlipA security update shouldn't affect that setting @twospirits on a phone with stable software.
However I see from your signature information that your on Android 12 - One Ui 4.0 so If your on Beta for Android then these updates can come hand in hand with issues sometimes that can break things. You may need to wait for the next scheduled update.
Is it still available in your pull down shade as a toggle ?
When you navigate in the phone's settings is the toggle greyed out ?
If so there's quite a few posts if you Google search Samsung Dolby atmos greyed out.
Some generic tips you can try are >
I wish you all the best with this situation.
