May I ask where you placed your order for your phone please ?
In Settings, About Phone, Software Information what does it say in the Service Provider Software Version part ?
For example within the information there it should say BTU if this was supplied by Samsung UK.
Or download PhoneINFO from the Playstore and look at the active CsC part.
For example mine says TGY due to my phone being imported from Hong Kong so Samsung Pay won't work.
I use Google Pay.
I understand Samsung Pay is important to you.
Is Google Pay a viable interim solution to you.

Having the same issue, preordered in the UK, received yesterday by surprise. Samsung Pay (and a couple of other Samsung Apps) are acting as if I'm in Germany. Following suggestion above, seems the device is loaded with the EU version of the firmware.
