Z Fold 4 doesn't have it, and I don't see it getting it anytime soon.
So it's not likely that you will see it on the Z Fold 3 until it gets released as normal consumer software update.
For now it's limited to the unlocked S22 range only.

I'd be more interested in the fold 3 getting an update to 4.1.1 UI so it would have the app launcher at the bottom like the new fold 4
