If Samsung have come back with that report to you then may I assume they've explained as to why there's a fee to pay to repair the phone @MikeJ1
Exactly what have they said ?
i.e Accidental damage I'm assuming.
If a person does not have Samsung Care+ then other insurance's such as Home Contents Insurance or some Bank Accounts provide cover as a perk of the account may be of use.
