Call forwarding from pay as you go phone

My personal phone is a Galaxy Z Fold 3, and I have an S21 work phone on a pay as you go contract. Both phones are on the UK EE network, and I want to be able to forward my work phone calls to my personal phone, rather than carry both around. I have set up call forwarding on the PAYG phone, but when I try and call it, it just says the number is not in use. I phoned EE last week and they weren't terribly helpful, saying that they think it is a Samsung issue. Has anyone been able to solve this?
