I had 28gb of videos and photos, and kept getting an error message that I was running out of space (64gb capacity). So I plugged my phone in to the laptop and moved the stuff over. I checked my phone afterwards and all photos and videos had gone successfully. I also emptied my recycle bin.
However.....
I am still getting the error message for space, but when I checked the storage it only showed a few mb of photos that were all new since the transfer, so it made no sense why it was still showing the error message. I clicked on 'advanced' and it took me to a greater breakdown of the storage, and on that page is said there was still 28gb of photos and videos, even though they are not in my gallery or recycle bin because those are still only new images. I clicked on the 'photos & videos' tab and it asked if I wanted to open in gallery or via google photos. I selected google photos as I knew the gallery was empty, and all the old stuff is still on google photos.
Now I thought that google photos was a virtual back up for my pictures and videos, but is it actually taking up the space in my storage? If not, I have no idea what is going on and really would like to avoid a factory resetThe advanced storage menu showing the old figure of photos and videos.
Normal storage menu showing much less photos and videos

I had a similar issue. The storage analyser in the My Files app showed 20GB in the Recycle bin, but the Recycle bin folder in the app was empty. I had to go to the Settings for each app that used the Recycle bin and turn off and back on in order to empty it. You can do this by swiping up on the home screen to enter the device search feature. Enter "Recycle bin" into the search box. Click on each of the results in the "Settings" section of the search results and turn the recycle bin off, then back on for each one in the search results. All done.

Try with My Device Storage Analyzer app, it help me to find out that telegram cache was using the space, then into Telegram Settings > Data and Storage > Storage Usage is the option to clear cache, I hope it will help you.

I have had the same problem and finally fixed it!
It was Spotify saving songs to my internal storage. I thought I had told it to save to my external SD card but it wasn't. The song data counted as part of total app storage, but didn't show up when I looked at the individual apps' storage or any other part of the storage, so I couldn't see it. I was loading up on songs because I thought I had all the room in the world on the external card.
Not sure how the data stayed on the internal storage - it's confusing because the internal storage is also labeled "SD". This time, I told Spotify to save data to the option that had the storage size equal to my external card instead of going by the card names. Then I deleted Spotify's data manually (it tried to transfer the data itself when I changed the location but it didn't work) and redownloaded. Finally free!

OMG! I just freed up 30 GB in my phone which has a total of 64GB and I was down to like 300 MBs. This after hours in the hands of my rocket-scientist (Aerospace engineer) and over 2 hours on the phone with Samsung who took control of my phone and NO ONE thought of this! We all kept emptying the trash of the Google pics or cloud thingy or whatever, but NOBODY thought of this!
I truly cannot express how happy I am right now and what a difference you just made in my life! See, I'm gearing up to launching a youtube channel, so you can imagine my need to make videos and edit them which takes SPACE! I'd spent like 40 hours deleting things but still kept running out of space. There was a place in my phone that showed where all of the storage was and there was 45 GB that were in a category called "Other" i asked the lady at Samsung and she said that was Factory Presets and could not be messed with. Based on that I wasn't even willing to look at a newer phone with more storage because I figured that if the phone had 120GB of storage, the factory presets would probably fill it to 90GB and felt the whole thing was a total scam. But then I'd see that people could even edit their videos with an editing app on their phones and I'm like... HOWWWW!!!
You totally saved my life here with this! I swear I will dedicate my first launched video to you! I don't have any kids! Lolol!!
Tell me Danny, do you have any more thoughts on how I can clear any more space? Whats this cache thing I see on this thread? I saw the word move fast on my screen when the lady at Samsung took it over. How do I get to that? Maybe there's something left in there that didn't go because this bin was not emptied. I truly cannot thank you enough!!!

Clean the storage. Unnecessary files are deleted.
