Isn't Samsung Pay availability governed by your own Bank letting you use the service ?
That's how it is in the UK @TM01
Daily Driver > Samsung Galaxy s²³ Ultra 512Gb in Phantom Black.
The advice I offer is my own and does not represent Samsung’s position.
I'm here to help. " This is the way. "

No, in this case the banks have nothing to do with it. Samsung simply haven't made the service available to any bank in Ireland yet and I don't see it ever happening as they don't have a big enough of a consumer base in Ireland to make it worthwhile. Google Pay is the only option for Android users. For me, it makes their smartwatches practically worthless in Ireland as it's missing a major hardware and software feature.

It does smell like one bank signed up for an exclusive deal with Samung and then just tucked the project away in a forgotten archive to never be opened again. I'm not pointing any fingers, but there is one prominent bank in Ireland that doesn't do anything mobile pay related.
