I have had the same problem for a week on my S10. Happened before the update and hoped the update would solve it! Samsung say that it is a network issue and vodafone seem to think not. Delivery reports are connected to networks. Some networks don't have them. I have received 2 today, oddly, but I have sent more than two messages.
Wish they would sort it, I have relied on this for years. Even more important currently!
