I have an issue that discord doesn't even show me notifications at all and no apps have icon badges although I have the settings turned on for both.

Can you try a soft reboot by turning the phone Off and On @Blurryman 

 

Also put the phone in Safe Mode which disables your downloaded apps and leaves the stock ones working which can help you determine if this is a downloaded app that's causing the conflict.
