I am trying to activate the QR code function on my S9, but fall at the first hurdle. Instructions say to tap on the 3 dots at the top right corner, but I done have 3 dots on my browser. Where has it gone???

I've got an older S8 Plus, but Samsung pushed a new operating system update two days ago (Android 9 now) which has changed the way everything looks quite considerably and changed some functionality too.
One of the changes appears to be that the three dots are no longer there in Samsung Internet Browser (I assume that's what you mean as I don't think Google Chrome Browser for Android has QR code functionality anyway).
All of my internet searches on this topic throw up blanks and you seem to be the first person who's even been trying to find the QR scanner since it has gone missing.
Anyone else know anything?

I was also having the same problem. I found QR Code reader in Bixby Vision.

I've got nothing related to Bixby, but was able to find and download "Optical Reader" by Samsung Electronics.
Unfortunate that we've now got to download an additional app to use something that was already easily included in Samsung Internet app.

They broke the samsung browser in Canada. 3dot menu button missing and so I'm unable to add/delete extensions (add-ons).
For some reason the discussions on the US site seem to be blocked. Go figure.
