@Elsa37: If you purchased your S9 in Italy then you would have been required to make a 5-10 minute cumulative call to a local number from inside Italy, using a SIM card from that region. If you completed these steps successfully then the phone would be unlocked for use with SIM cards in other regions. Apologies for any disappointment this may cause.
Do you have any friends or family in Italy that you can send the phone to? Regretfully there isn't an alternative resolution that I can provide you with therefore the steps above will need to be completed in order to use the phone with a Uruguayan SIM.
