No way of adding people's contact pictures

I am trying to add people's pictures to the contact number on my S9 but there is no way that it is letting me edit it. When I press edit it just says at the top 3 times SIM card SIM card SIM card and then whatsapp option! Usually on other phones it would say SD card as well I think. There is no camera symbol to select. I'm sure I have also tried going to pictures and then clicked on  'use as' and it's only letting me use it as my profile picture, screensaver  or for WhatsApp etc . It's a pity I can't add a screenshot. I've never had a problem doing this on any phones but my S9 hasn't got what it says it should. Any help would be greatly appreciated. To add pictures to my contacts I....

Launch the contacts app. 

Press the camera icon and then that opens to various options. 

Press the orange gallery icon and choose my desired picture. 

If you not get to g that then soft reboot by turning it off and on. 

A Samsung Service Centre or Samsung Experience Store will be able to help you further with this situation too.

Finally I found it. you can't add photo when contact is on your sim. you need to export all your contacts from sim to phone. do this by hitting manage contacts and the export. once all done you'll be able to add photo 😀😀

i did it but it doesn't work....... i also reboot my phone but doesn't work too..
