Since updating to One UI, on Tuesday, I have had this strange problem where the dial does not make a full circle once my device has been optimised, when tapping on the device care app.
Only leaves a semi circle, weird huh.
I thought it maybe where the update hasn't fully 'settled' on the device.
Never had this before.
Any ideas how to solve this ?

Personally I'd give it a few more days for the phone to index.
If it fails to update and a soft reboot by turning the phone Off and On does not help then if this was my phone I would first shut the phone down and then from a set series of button presses go into the phones system files cache and clear those files. No info is lost this way.
Finally as a very last resort back up and remove any Sd card and factory reset. That's a last resort however.
A Samsung Service Centre can run a diagnostic test if you wish.

Nice one brother!
Yeah I think I'l give it a few days and go from there, look out for me on here as I might be needing to do what you reckon.
A small but niggleing problem!

That's all it seems to do after the Pie upgrade. Mine is the same - circles round a few times while it's working it out and then finishes with just the semicircle.

Yeah seems the update is still settling into the phone I think.
I also have noticed the lock screen charge time reads different after the charger has just been plugged in.
After about two or three seconds of being connected to the charger, the charge time will read correctly, I've tried switching off then on, and hitting restart

Not a positive reply but it appears on the face if it that Samsung One Ui isn't fully baked and or certain apps etc are not playing nice causes glitches !!

Right nothing changed on this device care problem.
I have seen a wipe cache partition option on a t mobile website, done by switching off the phone, then by holding the volume up key and the bixby key, then pressing and holding the power key etc.
I have come across it but am weary of doing this.
Tried switching on off.
Tried reset by holding the power key.
I dont know how to do a diagnostic test by samsung.
What to do now ?
