@boescout019: Are you based in the USA and, if so, where did you purchase your Galaxy S9+ from? Caller ID & Spam Protection should be available via the Phone app > Tap the 3 vertical dots > Settings, however availability of the feature does depend on your geographical location, and the phone's region of origin. Wi-Fi Calling is a network specific feature, therefore please reach out to Ting Wireless to enquire about activating this service on your device.
